Governor Khyber Pakhtunkhwa Haji Ghulam Ali administered the oath to Justice Musarat Hilali. On this occasion, the caretaker chief minister, ministers, judges, and lawyers of the Peshawar High Court were also present.
Justice Musrat Hilali is the first woman Chief Justice of Khyber Pakhtunkhwa to hold the position of Chief Justice. Justice Musrat Hilali has also been the first woman Chairperson of the Environmental Protection Tribunal of Khyber Pakhtunkhwa. She has also served as the first woman ombudsman of Khyber Pakhtunkhwa.
Justice Musrat Hilali was born on August 8, 1961, in Peshawar. He obtained his law degree from Khyber Law College Peshawar University. In 1983, Musrat Hilali started working as a District Court Advocate. He was enrolled as an advocate of the High Court in the year 1988, after which he started working as an advocate of the Supreme Court of Pakistan in the year 2006.

Justice Musrat Hilali was appointed as Additional Judge of Peshawar High Court on 26th March 2013 and a year later she was appointed as Permanent Judge of Peshawar High Court on 26th March 2014. According to the seniority list of the High Court, Justice Musrat Hilali will retire on August 7, 2023.
